Particulars of organization, functions and duties of the Passport Office, Ahmedabad The Hierarchy at the Passport Office, Ahmedabad includes 4 stages: 

1. Regional Passport Officer.
2. Deputy Passport Officer
3. Assistant Passport Officer.
4. Superintendents.

Functions and duties

This office deals with the issuance of passport/travel document to the citizen of 20 district of Gujarat which are Ahmedabad, Gandhinagar, Anand, Baroda, Rajkot, Amreli, Kutch, Jamnagar, Porbandar, Bhavnagar, Surendranagar, Mehsana, Patan, Dahod, Panchamahals, Banakantha, Sabarkantha and U.T. of Diu.

Powers and Duties of the employees of the Regional Passport Office, Ahmedabad.

Article 4 (1) (b) (ii) of the Right to information Act, 2005

Passport Officers have been designated as Heads of Offices. For the smooth running of the offices, certain financial powers have been delegated to them. The financial powers of employees of Passport Office has been detailed in delegation  of Financial Power Rule, 1978 and subsequent orders issued in reference to the delegation of Financial Power Rules. These powers may be seen at Annexure of delegation of Financial  rules and Passport Rules. Other Powers of the officials of Passport Office are derived from the Passport Act . This Act and rules is already on the MEA's  website www.mea.gov.in . The Duties of the Officers and employees of this office flow from the passport Act and Passport Rules website www.mea.gov.in.

Procedure Followed in the decision making process, including channels of supervision and authority 

Articles 4 (1) (b) (iii) of the Right to Information Act, 2005.

The Regional Passport Office, Ahmedabad follows the procedure under the provision of Indian Passport Act, 1967 & Passport Rules and the land mark directive  instructions by Appex Court for decision making in issuance of passport . The officers from the superintendent to the Passport Officer level have been designated as Passport  Issuing Authority(PIA) for issuance of passport and take decision /actions with the help of Assistants , UDCs, LDCs posted in the section in accordance  Passport Act, Passport Rules and Ministry's instructions from time to time.

 In other  administrative matters, Dealing Assistant submits the files to Superintendent who in turn submits to Passport Officer. If necessary, matter  is referred to the CPV Division, Ministry of External Affairs for final approval. The office also  follows the guidelines issued by other Departments, particularly the Cabinet Secretariat http://www.mpa.nic.in, the Ministry of Parliamentary affairs http://www.mpa.nic.in and the Ministry of Personnel, Public Grievances and Pensions http://persmin.nic.in. and Ministry of Home Affairs(Rajbhasha).

Where to apply

One can apply with online application form at passport office Ahmedabad or at the Superintendent of the Police /  DCP of the District (DPC) OR at Speed Post Center of the city. The District Superintendents of police are aimed at achieving greater efficiencies in the police verification process, as it is organized directly by   the DPCs and the applications are forwarded to the passport office along with the police report, which eliminates time for forwarding and receiving police reports for speedy process in issue of passports .

There is a public Facilitation officer in the foyer to help the citizens to submit the application and an enquiry officer is deployed to attend the queries of citizens from 11.00 to 12.30 PM (except Wednesdays) . The applicants willing to apply under Tatkal scheme shall submit online applications after 48 hrs from the date of downloading form as it requires about 24 hrs to lift the online data to computer records. The applicants applying in normal course shall come on the given tentative date and time on the online form.
